Our Party is excited to announce that our past three years of dormancy has finally ended, and this special moment is marked by our twelve new official policies that have been approved by members at a Policy Convention, which concluded on 17 October 2026. These advancements have been made possible by our hard working volunteers and the diligent leadership of James Anderson. These new policies are the start of a renewed direction we want for Alberta and it begins with the remediating of impacts on healthcare, reversing notwithstanding clause rights violations, restoring transgender and intersex rights and wellbeing, respectful Indigenous relations and treaty implementation, and strengthening consumer protections. We are also eager to announce even more new policies in the near future and are preparing to host additional Policy Conventions ahead of the upcoming 2027 elections. This is a major step forward shaped by our members, and we are now refocusing on the present issues that impact Albertans lives.
We have also completely redesigned and updated our Policy Manual that lists all of our current policies. You can find a publicly accessible version on our website or by accessing this Policy Manual link.
Healthcare Policies
Enforcement of the Canada Health Act
The Green Party of Alberta recognizes that all Albertans have a right to universal publicly funded healthcare to ensure better overall public health outcomes, reduce health disparities, lower healthcare costs, and prevent medical bankruptcies. A Green Party of Alberta government will enforce the Canada Health Act, and work to reverse all current government legislation that contravene the Canada Health Act.
Restoring Integrity and Efficiency of the Public Healthcare System
The Green Party of Alberta recognizes the importance of a Single Integrated Health Authority to improve coordination of care and ensure that patients receive comprehensive services without duplicating government providers, while also enhancing efficiency and resource management, reducing costs, and ensuring better overall health outcomes. A Green Party of Alberta Government will focus on restoring the public healthcare system and its efficiency rather than reorganizing the system. In addition, a Green Party of Alberta government will repeal Bill 22 (2024) and work to gradually reintegrate Alberta Health Services (AHS) current Four Pillars of Care (mental health and addictions, primary care, acute care, and continuing care) into a Single Integrated Health Authority.
Directly Reinvesting Into the Public Healthcare System
A Green Party of Alberta Government will focus direct investments into the public healthcare system and its workers rather than diverting funds to private entities. In addition, a Green Party of Alberta Government will stabilize public health care by repealing Bill 11 (2025)’s legislation by implementing the following:
1. The Green Party of Alberta recognizes that the allowance of dual practice: (1) leads to greater wait times; (2) directs health care resources away from public systems; and (3) enables wealthier citizens to jump queues. A Green Party of Alberta government will oppose the implementation of a Two-Tier System that allows physicians to work in both public and private systems concurrently.
2. The Green Party of Alberta recognizes that the authorization of a private insurance market will: (1) encourage expansion of private health insurance across Canada; (2) degrade Canadian single-payer health care protection from trade agreements with the United States; and (3) enable the United States private health insurance industry to replace Canadian insuring of care. A Green Party of Alberta government will oppose the authorization of a private insurance market for medically necessary care with the exception of the current employer sponsored benefit plans.
3. The Green Party of Alberta recognizes the challenges that medical voucher programs pose and understands how they can: (1) steer patients toward private clinics; (2) reduce public hospitals revenue to fund quality care and access; (3) weaken access for less wealthy patients; and (4) fail to reduce surgical wait times when there is no capacity to handle increased surgery demand. A Green Party of Alberta government opposes any implementation of medical voucher programs and is instead focused on healthcare investment into underutilized public operating room capacity and the centralization of waitlists.
Expanding Public Medical Infrastructure and Capacity
The Green Party of Alberta recognizes that as of 2026, Alberta’s population and health care needs have outpaced the current public system’s capacity, and further understands that: (1) emergency departments are facing serious overcrowding; (2) timeliness of care is diminishing due to wait times; and (3) patients poor experiences are negatively affecting their overall health outcomes. A Green Party of Alberta government will work towards expanding and improving urban hospitals and rural health centres, including physical infrastructure of emergency departments and urgent care centres across the province.
Nursing Workforce Stabilization
The Green Party of Alberta recognizes that hospital areas facing high-pressure can have a negative effect on patients outcomes and satisfaction, while also leading to safety risks, overcrowding, inefficiency, and delays in treatment for serious conditions. A Green Party of Alberta government will implement the conversion of temporary nursing positions into permanent positions where feasible and increase recruitment and training of nurses, to increase stability in high-pressure hospital areas such as triage and waiting rooms.
Notwithstanding Clause Policies
Seek to Repeal All Use of the Notwithstanding Clause Since January 1st 2025
The Green Party of Alberta recognizes any use of the Notwithstanding Clause as a unilateral decision making tool that violates Albertan democratic norms and values and it should only be subject to use in serious emergencies. A Green Party of Alberta government will immediately introduce legislation to seek to repeal all past use of the Notwithstanding Clause since the 1st of January 2025 in order to uphold the Canadian Charter of Rights and Freedoms, and eliminate legislative or legal contradictions. Particular past legislation that will be subject to such repeals include:
1. Bill 2 (2025): The Green Party of Alberta recognizes the legislation of Bill 2 (2025) as a government action to unfairly restrict Albertan teachers rights to collective bargaining and freedom of association when such rights inconvenience government interests. In addition, the Green Party of Alberta recognizes that it is unconscionable for a government to use the Notwithstanding Clause for the purpose of restricting the ability of Albertans to advocate and defend their interests by forming collectives and engaging in peaceful demonstrations.
2. Bill 9 (2025): The Green Party of Alberta recognizes the legislation of Bill 9 (2025) as being a discriminatory government act that has been purposefully imposed in a manner that disproportionately and unfairly targets transgender Albertans legal rights to challenge existing government legislation. In addition, the Green Party of Alberta recognizes that it is unconscionable for a government to use the Notwithstanding Clause for the purpose of restricting the ability of Albertans to defend themselves with the law.
Referring Notwithstanding Clauses to an Automatic Court of Appeal
The Green Party of Alberta recognizes the importance of complying with the Charter of Rights and Freedoms, and will always respect Albertan democratic norms and values by upholding accountability, transparency, and cooperation in the legislative process. A Green Party of Alberta government will work to legislate a bill in Alberta modelled after Manitoba’s “Bill 50 - The Constitutional Questions Amendment Act” to require that any future invocation of the notwithstanding clause is automatically referred to Alberta’s Court of Appeal for review.
Transgender & Intersex Policies
Protecting Transgender and Gender-Diverse Albertans
The Green Party of Alberta recognizes the dignity, equality, and worth of transgender, gender-diverse and intersex Albertans and affirms that they are entitled to the same protection, privacy, health care and opportunities as other Albertans.
The Green Party of Alberta recognizes that health-care decisions, particularly those involving children and adolescents, require appropriate safeguards, informed consent, consideration of the patient's capacity and circumstances, and reliance on qualified health-care professionals, and the best available medical evidence. The Green Party of Alberta recognizes the important role of parents and guardians in supporting their children, subject to established protections for the safety and best interests of the young person.
A Green Party of Alberta government will:
1. Replace the blanket restrictions on gender-affirming health care introduced by Bill 26 (2024) with an evidence-based clinical framework that allows qualified health-care professionals to assess each patient individually and recommend appropriate care in accordance with professional standards, informed consent requirements and the best interests of the patient.
2. Establish strong safeguards for minors receiving gender-related health care. Medical interventions will require appropriate clinical assessment and informed consent, taking into account the young person's age, capacity, and circumstances; the potential benefits, risks, reversibility, and long-term consequences of treatment; and applicable requirements for parental or guardian involvement.
3. Ensure that transgender and gender-diverse young people and their families can access the full range of appropriate supports, including primary health care, counselling, mental-health services, family supports and, where clinically appropriate, gender-affirming medical care. No young person will be required to pursue medical intervention in order to receive counselling, mental-health care or other supports.
4. Require Alberta's clinical standards concerning gender-related health care for minors to be periodically reviewed against high-quality Canadian and international medical evidence and updated as the evidence and professional standards develop.
5. Replace provisions of Bill 27 (2024) that impose blanket government rules concerning students' gender identity or expression with policies that balance students' safety, privacy, and dignity with the important role parents and guardians ordinarily play in supporting their children. Appropriate protections will be maintained where disclosure could reasonably place a student at risk.
6. Replace Bill 29's approach to transgender participation in sport with an evidence-based provincial framework developed in consultation with sport organizations, athletes, medical and sport-science experts, and affected communities. The framework will recognize that appropriate eligibility and safety considerations may differ according to age, sport, level of competition, and demonstrated competitive or safety considerations.
7. Protect the privacy and dignity of athletes involved in eligibility questions. Any eligibility process will use confidential and proportionate procedures, protect private medical information, and include safeguards against frivolous, discriminatory, or bad-faith complaints.
8. Protect the ability of Albertans to challenge government legislation affecting their Charter rights. A Green Party of Alberta government will not use the notwithstanding clause to prevent judicial review of legislation affecting transgender, gender-diverse, or intersex Albertans.
Low Income Coverage of Medications in Gender Affirming Care
The Green Party of Alberta recognizes that when persons have the diagnosed condition of gender dysphoria and are unable to access critical medications for gender affirming care, they are at a higher risk of experiencing chronic anxiety, elevated depression, social withdrawal, suicide, and poorer overall well-being. In addition, the Green Party of Alberta recognizes the necessity of providing medications for gender affirming care as a means to effectively treat a condition that multiplies the mental health issues already experienced by low income Albertans. A Green Party of Alberta government will offer low income Albertans coverage of injections and any other medications that are necessary for their gender affirming care and treatment of diagnosed gender dysphoria.
Prohibition of Unnecessary Surgical Interventions on Intersex Minors
The Green Party of Alberta recognizes that all Canadian citizens regardless of age have the “right to life, liberty and security”, as well as “the right not to be deprived thereof” as per the Canadian Charter of Rights and Freedoms. Furthermore, the Green Party of Alberta recognizes that all Canadian citizens regardless of age must have their bodily integrity and autonomy protected equally, with exceptions only given when medically necessary and/or to prevent risks of likely lifelong physical harm to their body. A Green Party of Alberta government will prohibit medically unnecessary surgical interventions on intersex minors, such as clitorectomy or gonadectomy, when performed to modify atypical sex characteristics to conform to societal norms, particularly where such procedures are not medically necessary and may result in lifelong physical or psychological harm.
Indigenous Relations & Treaty Policies
Treaty Relationships and Treaty Implementation
The Green Party of Alberta recognizes that Alberta is situated within Treaty 6, Treaty 7 and Treaty 8 territories, as well as portions of Treaty 4 and Treaty 10. These treaties are living nation-to-nation agreements between First Nations and the Crown.
The Green Party of Alberta recognizes that many First Nations maintain that the spirit and intent of the treaties were to establish enduring relationships based on mutual benefit, peaceful coexistence, and the sharing of the land, not the permanent surrender of Indigenous lands, rights, or responsibilities.
A Green Party of Alberta government will honour the written and confirmed oral promises of the treaties and work collaboratively with First Nations within Canada to advance meaningful treaty implementation, public treaty education, and reconciliation. Provincial legislation, policies, programs, and decisions will be developed and implemented in a manner consistent with:
1. The Aboriginal and treaty rights recognized and affirmed by Section 35 of the Constitution Act, 1982,
2. The Crown’s duties of consultation and collaboration,
3. The United Nations Declaration on the Rights of Indigenous Peoples, and
4. The written terms, oral promises, spirit, and intent of the treaties.
A Green Party of Alberta government will establish permanent policy frameworks with First Nations within Canada. These frameworks will provide a structured process for addressing treaty implementation, provincial laws and policies, land and resource decisions, infrastructure, public services, and other shared priorities.
Recognizing that First Nations and Métis Peoples have distinct histories, rights, and relationships with the Crown, a Green Party of Alberta government will also maintain respectful government-to-government relationships with Métis governments, and support appropriate intergovernmental forums involving First Nations, Métis governments, municipalities, and Alberta when shared issues require coordinated action.
A Green Party of Alberta government will work in partnership with First Nations and Métis governments and communities to support Indigenous-led housing strategies on reserves, throughout traditional territories, and in urban, rural, and remote communities. Adequate housing is essential to reconciliation, self-determination, health, community well-being and economic security.
Consumer Protection Policies
Excess Profit and Consumer Protection Corporate Tax Framework
The Green Party of Alberta recognizes that business should be rewarded for innovation, efficiency, investment, and prudent risk-taking. However, markets function properly only when meaningful competition exists. The Green Party of Alberta further recognizes that consumers can be harmed when companies with significant market power generate excessive profits through price-gouging, anti-competitive conduct, or the exploitation of essential goods and services.
A Green Party of Alberta government will establish an Excess Profit and Consumer Protection Corporate Tax Framework designed to discourage price-gouging while preserving incentives for productive investment and economic growth.
